The article that Jim Gettys is writing about below is a difficult read for a networking technology amateur like me, but Jim makes a pretty strong case for its significance. Active queue management like this newly proposed algorithm is very important for decreasing latency in a saturated pipe.
The well-commented pseudocode implementation of CoDel (http://queue.acm.org/appendices/codel.html) is more readable than the article about it, in my opinion. 🙂
